Are there any restrictions on vessels whose previous port call was from COVID -19 high risk countries?*

Berthing is subject to approval after Maritime Declaration of Health (MDH) is received, which needs to be provided by the master 24 hours prior to berthing.

Are there any restrictions on crew who embarked from COVID -19 high risk countries or specific nationalities?

To avoid any problems when obtaining "Visa on Arrival" from seafarers in port, it is recommended to submit the applications to the embassies in good time (already possible 9 months before arrival under the new Visa Code).

Please be informed On/Off signing arrangement for vessels calling Germany is possible - provided among other aspects that the flight data or transit are secured/guaranteed - but this is a situation that might change anytime.
All crew changes are subject to approval by local immigration after individual investigation.
Thus, all possible crew change arrangements have to be checked with local immigration office in advance and ask for their approval, under very strict conditions and always subjected to unnoticed denial any time.
There may be delays/cancellations and/or other consequences, especially for Third-country nationals....

nationals of Andorra, Monaco, San Marino, Switzerland, Vatican City (Holy See) and EEA Member States, and their children, grandchildren, parents, grandparents and siblings;
passengers with a long term "D" visa issued by an EEA Member State or Switzerland;
military personnel;
merchant seamen;
students;
unmarried partners of residents of Germany. They must have a written invitation and a copy of the identity document of the resident in Germany. They must also have a declaration and be able to present proof of their relationship.
