For some nationalities possible to embark / disembark without visa based on seamans book.
Seamen of third countries (non-Schengen area states) generally require Schengen visa to embark or
disembark in Estonian ports. However possible following exception: in case seaman is in possession of seamans book issued in accordance with ILO Convention No. C108 Seafarers' Identity Documents Convention, 1958 (No. 108) or ILO Convention No. C185 Seafarers' Identity Documents Convention (Revised), 2003, as amended (No. 185) and seaman is arriving or departing Tallinn Airport directly to or from non-Schengen states he might be allowed to cross border (disembark or embark) based on valid seamans book and crew list without valid visa.
In order to obtain final approval for such operation local attending agents require in advance by e-mail
copies of seamans passport, seamans book and flight details in order to obtain approval from local
immigration office.
