• Are there any restrictions on vessels whose previous port call was from COVID -19 high risk countries?
• Are there any restrictions on crew who embarked from COVID -19 high risk countries or specific nationalities?
• Crew Change permitted?
• Yes, but subject to the following conditions.
• With effective from 12 Oct 2022. Crew change is allowed for all cargo vessels calling HK with or without cargo operations, including bunkering call or purely for crew change.
• All crew details should submit to Marine department for crew change application before 72 hours of ship’s arrival.
• OFF-SIGNERS Requirements,
• He must have completed a COVID-19 vaccination course.
• PCR Test on vessel arrival Hong Kong
• Off-signers should complete the online health declaration from of the department of health (www.chp.gov.hk/hdf/) prior to their arrival at HK.
• Hotel accommodation is allowed for off-signers. However, off-signers should carry out RAT daily and PCR test on day 2 of their arrival (for example, vessel arrival on 1 Oct is day 0, and 3 Oct is day 2).
• If off-signers repatriate to China, additional PCR test should be carried out at HK International airport at least 5-6 hours but no more than 8 hours prior to their flight departure.

• Passengers are not allowed to transit through Hong Kong SAR, China to the Mainland of China.
• This does not apply to passengers with a diplomatic passport.
• Passengers must have a negative COVID-19 rapid antigen test (self-administered or by professional swab sampling) taken at most 24 hours before departure of the last direct flight to Hong Kong, SAR China. The test result must be uploaded via the Health Declaration Form at https://www.chp.gov.hk/hdf/ .
• This does not apply to
• passengers arriving from the Mainland of China, or Macao SAR, China;
• passengers younger than 3 years.
• Passengers must have a COVID-19 vaccination certificate showing that they were fully vaccinated at least 14 days before departure of the last direct flight to Hong Kong, SAR China. The certificate must be in Chinese or English or accompanied by a written confirmation in Chinese or English issued by the health authority of the country of vaccination. Vaccines accepted are: Anhui Zhifei Longcom, AstraZeneca (SK Bioscience), AstraZeneca (Vaxzevria), CanSinoBIO (Convidecia), Covaxin, Covishield, Covovax, IMBCAMS, Janssen, Moderna (Spikevax), Nuvaxovid (Novavax), Pfizer-BioNTech (Comirnaty), BioKangtai, Sinopharm, Sinovac and Sputnik
