Crew change regulation in Japan is reviewed by port officials and terminals from time to time based on the latest Covid-19 situation. Each port authority has own regulation on crew change and each terminal has own safe policy against crew change under pandemic at their facilities.
Crew change in Japan in general
If the vessel is at sea for more than 14 days from previous foreign port departure, upon arrival at 1st port in Japan (but before free pratique being granted by radio this is for off-signers) crew change can be arranged without any issues.
If the vessel is calling less than 14 days from the previous foreign port departure, upon arrival at 1st port in Japan (but before free pratique being granted by radio this is for off-signers) and has not conducted any crew change or any inspectors on board or not been to dock during the past 14 days,
as long as we submit necessary documents to the 1st Japan port Quarantine, most cases Quarantine will
grant free pratique by radio and issue Landing permission to off-signers.
